About the MUD

Harris County Municipal Utility District 217 (HCMUD 217) is located in the northwest I-45 corridor and North Sam Houston Parkway of Harris County, just outside the city limits of the City of Houston and is easily accessed from the Rankin Road exit off I-45 and the T.C. Jester exit off North Sam Houston Parkway. HCMUD#217 was created pursuant to Article XVI, Section 59 of the Texas Constitution and operates pursuant to Chapters 49 and 54 of the Texas Water Code, as amended, to provide water, sanitary sewer, and solid waste disposal services to its residents/customers. HCMUD 217 is a small residential community consisting of approximately 800 single-family homes all of which are located within the Heritage Village Subdivision and one school, Heritage Elementary within the Spring Independent School District.

HCMUD 217 is governed by a 5-member board of directors, each of whom is elected to serve a 4-year staggered term. The current make-up of the board of directors is as follows:

Public Meetings

The Board of Directors meets on the fourth Tuesday of each month at 7:00 p.m. at the Administration Building located at 12248 T.C. Jester Blvd. within the boundaries of the district. Agenda for the meetings are posted at least 72-hours in advance on the bulletin board located in the lobby of the Administration Building, all meetings are open to the public.

Residents of the district have the right to request the designation of a meeting location within the district under Section 49.062(g), Water Code. A description of this process can be found here.
